The answer is obvious:
Manage our economies, of course. Think of them as "Commissars", and the regions as "oblasts", and it will all become clear.
And another thing...
This is also because we didn't want our own regional representative bodies, when given the choice. Just like the European treaty, the politicians know best, so if we decide we don't want something, they'll just work out a way of giving it to us anyway without consulting us. I wonder whether Dave Cameron will pick up on that thread? Seems like a heaven-sent opportunity.
